A similar issue was documented in KB solution 18028. The solution in that KB indicated this:
If you get into this state, close PCC again and delete
C:\Documents and Settings\All Users\Application Data\Pervasive Software\PSQL\rcp\workspace-pcc\.metadata\.plugins\org.eclipse.ui.workbench\workbench.xml
You can also try:
You can get this if you double-click on the icon on the "Welcome" tab. (This maximizes the tab.)
Double-click this icon again to go back to "normal" display.
