Tried to manually register the component, got error "The specified module could not be found". The module was in the PVSW\BIN directory. "Error 1904 Module C:\PVSW\Bin\dbcsipzy.dll failed to register. HRESULT -2147024770. Contact your support personnel."
It is not a media problem. Pervasive.SQL V8.6 Workgroup trial version had the same problem.
Environment:    Pervasive.SQL V8.6 WG MS Windows XP 1904
Solution:    Updating Windows XP to SP2 solves the problem.
